Bush has officially declared hurricane Ike a "disaster" indicating the government will provide federal aid. The storm flooded many homes and knocked out power for millions. Damage was caused not only to Texas, but also to parts of Louisiana. It is estimated that nearly 100,000 people ignored evacuation orders and stayed behind. The eye of the storm just missed Houston, as well as the majority of oil refineries.
